Establishing Out-of-State Off-Campus Programs

SIU Extended Campus looks forward to partnering with more departments and welcoming new students to the Saluki family, both online and at locations across the U.S.
To streamline the investigation and opening process at Southern Illinois University Carbondale, follow these structured steps:
- Permission to Investigate: The program initiates the process by preparing and sending a "Permission to Investigate" memo* through the Dean to Executive Director of SIU Extended Campus (SEC).
- Approval to Investigate: After submission, the College/School/Program will receive approval from SEC to proceed with the investigation.
- Permission to Open: Once approved to investigate, the program must prepare and send a "Permission to Open" memo* through the Dean to the Executive Director of SEC.
- Supporting Documentation: Alongside the "Permission to Open" memo*, a completed Distance Education Moderate Extension (DEME) form* and an Assessment Plan* must accompany the memo.
- Final Approval Process: SEC will then prepare and send a "Permission to Open" memo from the Executive Director of SEC, through the Associate Provost for Academic Programs, to the Provost for final approval.
- Notification of Affected Parties: If the Provost approves the opening, SEC will issue an "Affected Officers" memo to the college/school, program, and any other impacted parties to communicate the decision and next steps.
*All memos should be placed on departmental letterhead and signed before being submitted along with corresponding documents via email to ec.compliance@siu.edu.
In addition to the above approval process, there are many behind the scenes steps that need to take place in order to get a new site/program up and running. Once the Affected Officers memo goes out it will trigger many of these processes across the campus. The program should also expect to work closely with SEC Compliance on various pieces such as memoranda of understanding/agreement, facility use license agreements, state licensure approval (for out-of-state), state approving agency approval, and more.
